Originally from the 1993 Prince George's County, Maryland Bioretention Manual, this method sizes the bioretention floor area  on the total drainage area, the Rational 'C' Coefficient, and a treatment factor.

Stormwater guidance from New Jersey, North Carolina, and Pennsylvania specify this method.
